(Item 008445) Update DLUS processing for setting receipt of TDUs support

Currently the DLUR/S architecture directs the DLUS to always indicate           
support for receipt of TDUs.  However, when the CP-SVR pipe is over             
a LEN connection that is a connection into a TCP/IP network, TDUs should        
not be sent.  There are DLUR implementations that decide whether                
or not to send TDUs based on the DLUS support for receipt of TDUs.              
A customer has identified the current situation as a significant                
performance issue.                                                              
                                                                                
The proposal is to update the DLUR architecture section 8.2.1,                  
"DLUR/S Capabilities Exchange", to replace                                      
                                                                                
      - the DLUS should set this indicator on;                                  
                                                                                
with                                                                            
                                                                                
      - the DLUS may set this indicator on unless the TDU information           
        will not be used for route calculation;
